The question put to the Land Registrar, Jehung, was,
"Whether the concession of jurisdiction over British Subjects in China recorded in "The Fifteenth Article" [of the Fifteen Articles]; "is sufficient to authorize British Consuls to exercise that Jurisdiction; and if so, whether the Act of the last session of Parliament is sufficient to enable the Chief Superintendent to make the necessary provision in this respect; and whether it would be advisable to pass an Act in Committee under the Foreign Jurisdiction Act for the purpose?"
